When to consider Gold to be the best hedging assets?

In term of ROI, GOLD is the best selection for hedging assets, but in term of risk, GOLD is very high.
If we select between GOLD vs Bond as a hedging assets, does anyone have any suggestions on how to balance between ROI and risk? what ratio should be used to consider those hedging assets?
ROI (Higher is better) [A%] + Risk (Lower is better) [B%] = Hedging assets
